In 2020, Congress passed the
Aircraft Certification, Safety, and Accountability Act. Section 103 of that Act established an expert panel to review Boeing's implementation of a safety management system (SMS) and its processes under its Organization Designation Authorization (ODA).
In the Act, Congress specified the organizations that must be represented on this expert panel and included a requirement for two people from NASA. One of the two people representing NASA on this expert panel was NASA Human Systems Integration Division's Dr. Immanuel Barshi.
The expert panel started its work in March of 2023 and submitted its final report including findings and recommendations in February of 2024. Following the public release of the expert panel's final report, multiple media reports and newspaper articles hailed the importance of the panel's work and its significant contribution to the safety of the aviation industry in general and at Boeing in particular.
